Spain - Wind energy industry installed 727 MW in the first half 2010

The wind energy industry installed 727 MW in Spain in the first half, reaching 19,876 MW
AEE provides that the year end in line with the objectives of the PER from 2005 to 2010, of 20,155 MW. In the first six months, premiums have led to 2.3 euros of wind energy bill of an average monthly spanish household.

The target set in the Renewable Energy Plan (PER) from 2005 to 2010 is that the wind power end of the period with a capacity of 20,155 MW, which is reached at the end of the year, according to forecasts by AEE.

The wind power sector has increased by 3.8% in Spain in the first six months of the year, reflecting a slowdown over the pace of installation of wind turbines in recent years.

The wind farm sector has grown below its actual capacity (the average of recent years has been 2,000 MW per year) due largely to the implementation of the Register of Pre-allocation in mid-2009.

To recover the normal development of the wind energy industry and meet the goals envisaged in the new National Renewable Energy Plan 2010-2020 (which sets out objectives for wind power of 38,000 MW in 2020), it is necessary to close the regulatory framework in coming years.

The wind energy has covered 17% of electricity demand in the first half, with an output of 23,089 GWh, according to Spain's Red Electrica (REE). The maximum daily production occurred last May 4 (with 278,507 MWh, 40% of demand).

In the first half, the incentives received by the wind farm sector in premiums amounted to 863 million euros (according to the CNE), which represents 26% of the premium for the Special Scheme and 10.9% of fixed costs of the system.

In the first six months, premiums for wind energy have led to 2.3 euros per month for the electricity bill of an average Spanish household.

The coming months will be critical to the wind power industry in regulatory terms. Following publication of the Royal Decree that will introduce amendments to the remuneration of renewable energy facilities in operation (which is in a period of claims), the Ministry of Industry, Tourism and Commerce shall work in the regulatory framework to replace the RD 661/2007 from 2013.

It is also necessary that the new regulation tackles the fit of the competitions that are held in the Autonomous Communities in the national framework for ensuring orderly and stable growth of the sector.

"The wind industry expects this legislation to close early to put a definitive end to the uncertainty which has affected companies in recent months, extending the success story of the wind power industry in Spain and ensure that its development remains a model in the future. To do this, it is essential that investors have long-term visibility and to ensure reasonable profitability of future projects, "says José Donoso, president of Spanish Wind Energy Association.
